The plant monitoring system 10 has a database 39 for saving a recording device layout drawing laying out recording terminal devices 11 in positions on various drawings of a plant corresponding to the installation positions of the recording terminal devices 11; a device position identification means 37 for establishing radio communication between the recording terminal devices 11a to 11c and a monitoring terminal device 12 within a range of radio communication therewith and calculating distances to the devices from radio communication times to identify the position of the monitoring terminal device 12; a device position layout means 38 for referring to the recording device layout drawing for the position of the monitoring terminal device 12 identified by the device position identification means 37 to lay out the monitoring terminal device 12 in a position on the recording device layout drawing corresponding to the identified position of the monitoring terminal device 12; and a display means 33 for displaying the drawing with the monitoring terminal device 12 laid out by the device position layout means 38.
