To provide a plasma generator capable of generating plasma for a long time under an atmospheric pressure.
The plasma generator has a plasma generating part which includes a first conductor, a second conductor and at least one insulator layer provided between the first and second conductors, and is operable to generate plasma by means of applying a voltage between the first and the second conductors. The plasma generating part has a contact part where the first and the second conductors are in touch with each other through the insulator layer. The plasma generating part has at least one gap exposed to a fluid for plasma generation around the contact part; the at least one gap is located anywhere between the first conductor and the insulator layer, between the second conductor and the insulator layer, and between the insulator layers. The insulator layer is composed of a ceramic layer. The plasma generator can generate plasma for a long time because it uses an insulator layer composed of a ceramic layer.
