Chromium plating layers A and E in an amount of (30 to 300) mg/m2 per side are formed on both sides of a steel sheet 1, respectively. Further, a tin plating layer B in an amount of (>3 to 20) g/m2, a chromium plating layer C in an amount of (5 to 100) mg/m2, and a chromium hydrated oxide layer D in an amount of (5 to 30) mg/m2 expressed in terms of chromium are successively formed on one chromium plating layer. Moreover, a chromium hydrated oxide layer F in an amount of (5 to 30) mg/m2 expressed in terms of chromium is formed on the other chromium plating layer E; or a tin plating layer in an amount of (>1 to 10) g/m2, a chromium plating layer in an amount of (5 to 100) mg/m2, and a chromium hydrated oxide layer in an amount of (5 to 30) mg/m2 expressed in terms of chromium are successively formed on the other chromium plating layer.
