To prevent the generation of noise of a buffer by regulating movement of a cushion member in the buffer even if temperature inside of the buffer is high, and to maintain a function of the buffer.
In this pneumatic or hydraulic buffer, a piston rod 6 is inserted into a cylinder 8 through a head member 11 provided in an end of the cylinder 8 and a piston 14 freely to move, and a pair of cylindrical holders H1 and H2 opposite to each other and the cushion member K formed of a coil spring 5 connected between each of holders H1 and H2 are arranged between the head member 11 and the piston 14 in the cylinder 8. When the piston rod 6 extends at the maximum or near, the cushion member K abuts on the piston 14 to absorb a shock. In this pneumatic or hydraulic buffer, the periphery of the holder H1 positioned on a head member 11 side is pressed into the inner periphery of the cylinder 8.
