PROBLEM TO BE SOLVED: To provide a polarizing plate protective film which improves process warpage and thermal warpage, is excellent in flatness, surface quality and viewing angle characteristics, and is used for IPS application, and to provide a polarizing plate having the same.SOLUTION: There is provided a polarizing plate protective film which contains a norbornene resin having a norbornane skeleton represented by general formula (1) and a matting agent, where a retardation value Ro defined by formula (i): Ro=(n-n)×d is 0-10 nm, a retardation value Rt defined by formula (ii): Rt={(n+n)/2-n}×d is -10 to 10 nm, and a film thickness is 5.0 to 15.0 μm.SELECTED DRAWING: None
