To provide a polyurethane-based cement composition having a high glossiness and a high fouling resistance.

The polyurethane-based cement composition containing a hydraulic cement, water, a polyol and an isocyanate comound contains urea and the polyol emulsion is blended with urea. Thereby, the polyurethane-based cement composition becomes one whose cured product has a highly glossy surface because the incorporation of the hydraulic cement being an element to suppress glossiness in a resin layer formed on the surface during curing is suppressed. Therefore, the polyurethane-based cement composition cures to provide the surface with a high glossiness and a high fouling resistance, and fouling can easily be removed even if it is used under a severe condition.
