This powdery and granular material preheating device comprises a preheater 1 having a plurality of cyclones 4, 3, 2 successively arranged from an upstream side to a downstream side in the waste gas flowing direction in ducts 11, 10, 9 for circulating the waste gas of high temperature, and charging the separated powdery and granular material to the cyclones 3, 4 of one step upstream side on the basis of the waste gas flowing direction or a temporary calcinator 6, and a cyclone 24 for separating the powdery and granular material pneumatically carried in a duct 22 by a pneumatic carrier 21, and charging the same to the duct 9 through a chute 26.
