To provide foods or pharmaceutical preparations enabling health promotion through intake of capsaicin-based matter as an active ingredient thereof contained in the placenta, seeds and dissepiments of pimento, paprika and other sweet peppers and activate blood circulation.

The subject powder is obtained by grinding with a mixer the placenta, seeds and dissepiments of pimento, paprika and other sweet peppers respectively singly followed by compression, straining, etc., into a squeezed juice, which, in turn, is subjected to a spray dryer; alternatively, by drying the placenta 4, seeds 2 and dissepiments 5 of pimento and sweet pepper other than paprika (Manganji pepper) followed by powdering treatment with a grinder; furthermore alternatively, such a squeezed juice as mentioned above is obtained by crushing with a mixer the placenta, seeds and dissepiments of pimento and sweet pepper other than paprika (Manganji pepper) followed by compression, straining, etc. Foods or pharmaceutical preparations intended for health promotion are obtained using the above product(s) (powder and/or squeezed juice) as raw material.
