To solve the following problems that: the largest problem to be solved for photovoltaic power generation utilizing natural energy is low conversion efficiency of about 30%, the photovoltaic power generation requires a large area accordingly, its investment effect is low, it is controlled by natural phenomena, and in a high temperature environment in a tropical region, its efficiency is deteriorated and its service life is shortened at the same time, therefore, it has no merit at all, but no replacement is available.

These many problems cannot be simply solved in a framework of photovoltaic power generation alone, all of the problems are solved by combination of wind power generation and photovoltaic power generation, power generation efficiency is improved by irradiation of light by reflection due to composite effect of wind force turbin blades, efficiency loss by heating is dissolved by rotation of sunlight panels, electric power of both wind power generation and photovoltaic power generation is integrated at the same time, and national policy to achieve an efficiency target of 50% is not a dream anymore.
