This prepreg 100 has: a primary prepreg 10 formed by impregnating into a reinforcing fiber base material 11, an epoxy resin composition [A] 13 containing at least a 5-50 pts.mass epoxy resin-soluble thermoplastic resin, and a 30-65 pts.mass curing agent other than a curing agent represented by formula NH2-Ar-X-Ar'-NH2, with respect to a 100 pts.mass epoxy resin; and a surface layer 16 comprising an epoxy resin composition [B] containing at least a 55-85 pts.mass aromatic diamine-based curing agent represented by the formula, and a 5-50 pts.mass epoxy resin-soluble thermoplastic resin, with respect to the 100 pts.mass epoxy resin.
