This prepreg 100 has a primary prepreg 10 formed by impregnating an epoxy resin composition [A] 13 into a reinforcing fiber base material 11, and a surface layer 16 comprising an epoxy resin composition [B]. The epoxy resin composition [A] contains at least a 55-85 pts.mass aromatic diamine-based curing agent represented by formula NH2-Ar-X-Ar'-NH2, and a 5-50 pts.mass epoxy resin-soluble thermoplastic resin, with respect to a 100 pts.mass epoxy resin, and the epoxy resin composition [B] contains at least a 30-65 pts.mass curing agent other than the curing agent represented by the formula, and a 5-50 pts.mass epoxy resin-soluble thermoplastic resin, with respect to the 100 pts.mass epoxy resin.
