This device is provided with a pair of dies 2 which are provided up and down facing to each other on both sides of the slab 1 and oscillating devices 10 which are provided on every die and with which the die is moved back and forth toward the slab. The oscillating device has sliders 12 which are situated obliquely or vertically in the slab feeding direction and have a pair of circular holes 12a which are separated from each other at an interval L, and eccentric shafts 14 which are rotated in the circular holes. And, these eccentric shafts consist of a 1st shaft 14a which is rotated in the circular hole around the center axis A of the circular hole and the 2nd shaft 14b which is rotationally driven around the other center axis B which is separated from the 1st axis by an eccentricity (e).
