PURPOSE: To attain a receiving processing without assistance by providing a receiving route and a paying route independently, connecting between the back stage of an once pooling part on the receiving route and a bill receiving port through a route switching means, and providing an automatic taking in mechanism in the bill receiving port.

CONSTITUTION: Both routes of a receiving route 17 and a paying route 18 provided independently execute a transaction independently corresponding to the respective transactions, and when a discrimination bed bill is generated on the receiving transaction, it is pooled in a once pooling part 21, moreover, is returned to a bill receiving port 15. When a delivery abnormal bill to which receiving impossible due to a bill folding and so on is determined is involved in the returned discrimination bad bill, it is not taken in, and when it is a pattern abnormal bill to which receiving possible due to interlocking, a skew and so on is not determined, it is taken in to an inside through an automatic taking in mechanism 15a again and a rereceiving processing is executed. Thus, after a clerk in charge executes a receiving operation, a receiving processing and the rereceiving processing can be executed automatically, the number of returning times of the returned discrimination bad bill is reduced, and the work of the clerk in charge to the returned bill is reduced surely.
