PURPOSE: To obtain the titled substance in high selectivity and yield, without causing the lowering of catalytic activity for a long period, by isomerizing an epoxy compound in the presence of a catalyst composed of a phosphate as a main catalyst and a carrier produced by treating activated carbon with a basic substance such as nitrogen compound.
CONSTITUTION: The titled substance is produced by isomerizing an epoxy compound in the presence of a catalyst composed of (A) a phosphate (preferably trilithium phosphate) and (B) a carrier (preferably activated carbon) treated with a basic substance (preferably an inorganic or organic nitrogen compound) at 250W300°C. The catalyst can be produced by treating the carrier, e.g. by contacting with the stream of the basic substance vapor or immersing in a liquid basic substance (in the case of a solid basic substance, immersing in an organic solvent solution of the substance) at 0W300°C for 1W100hr, and supporting the phosphate on the carrier e.g. by kneading.
