PURPOSE: To safely and inexpensively mass produce powder flour of seedling of wheat and barley having extremely high functional value as an ingredient of preventive food, ingredient of remedying food and an ingredient of emergency rations by harvesting whole seedling of wheat and barley together with roots, stems and green leaves and flouring.

CONSTITUTION: For example, a sheet of seaweed (e.g., one consisting of brown algae) 5 is bonded with an edible adhesive 3 to the top of a collagen sheet 1 bored with holes 4 having a size through which roots are passed to give a seedling bed 2. Seeds having been subjected to active water treatment are sown on the seedling bed 2, coated with the adhesive 3 and the seeds are germinated and grown. The seedlings having grown about 20cm are washed together with the seedling bed 2, concentrated and floured by maltol flouring method.
