In this pulley, an internal cylinder part (bearing part) 11, a web part 12 of broadening from the center part of axial direction to the outside of radius direction in this internal cylinder part 11, an external cylinder part (rim part) 13 formed co-axially together with the internal cylinder part 11 by making this web part 12 from the external circumference edge part of the web part 12 and the same web part 12 as the middle part, and V grooves 14 formed on the external circumference of this external cylinder part 13 are cold-machined into one body.
