This device is equipped with a plurality of receiving antennas 1-1 to 1-n, receiving modules 2-1 to 2-n connected to each of the receiving antennas 1-1 to 1-n, an azimuth direction signal synthesizing device 51 for forming a reception beam in the azimuth direction by synthesizing received signals from the receiving modules 2-1 to 2-n, and an elevation angle direction signal synthesizing device 52 for forming a reception beam in the elevation angle direction by synthesizing the received signals from the receiving modules 2-1 to 2-n.
