Radio field intensity between a terminal and an access point is measured when the access point which performs radio communication with the terminal establishes radio connection with the terminal. When the measured radio field intensity is a predetermined threshold value or lower, a transmission function by radio communication is caused to be disabled, thereby communicating in wired means with a plurality of other access points which are in a standby status to acquire the radio field intensity between the terminal and the other access points from each of the plurality of the other access points with the wired communication. As a result of comparison of the acquired radio field intensity, the access point having high radio field intensity is switched to be a start state to be communicated with the terminal.
