PURPOSE: To facilitate maintenance and management of recycle cards by updating the record of the frequency of each card being used which is stored in a card file each time the recycle card concerned is used.

CONSTITUTION: When a card is inserted in the insert hole 9a of a card handling machine 9, a sensor S1 issues a card insertion sensing signal to a control part 91, which actuates a card take-in mechanism 93, make a card reading mechanism 94 to read the data recorded on the card, allows a RAM to take in the data, and transfers the contents of recording to a managing machine 13. A data erasing mechanism 95, etc., is actuated to delete the recorded data except retention data such as card No., etc., of the card to be reused so as to enable reusage. The managing machine 13 extracts the card No. of the inserted card from the contents of recording, makes reference to the frequency of card No. concerned being used which is stored in a card file, judges whether the frequency exceeds the tolerable frequency level, and if exceeding, gives a command to the card handling machine 9 for collecting it to a reject box 9e.
