In this rope binding device, a first shaft 30 is rotatably mounted in a frame body 10, and an operation lever 20 is connected with the first shaft 30 and can swing for the frame body 10 by rotating the first shaft 30. The operation lever 20 has a grip part 23 used to operate and swing the operation lever 20. A reel 50 has a second shaft, which is rotatably mounted on the operation lever 20. A ratcheting mechanism has a gear, a ratchet, and an elastic unit, and the gear is mounted on the second shaft and can rotate together with the second shaft. The ratchet is made to swing in one direction by the elastic unit and bites the gear. The rope has a first part and a second part passing through the first shaft 30 and being extended in the opposite directions. The first shaft 30 takes up the first part of the rope by its rotation, and the reel 50 takes up the second part of the rope by its rotation.
