PURPOSE: To prevent damage to a vehicle, to smoothly perform rotation, so as to improve a washing effect, by mounting a cloth of small moisture content in the periphery of a cylindrical body.

CONSTITUTION: A plurality of pieces of cloths 2 are mounted in an axial line direction in the periphery of a cylindrical shaft 1 rotated by a motor or the like. The cloth 2 is preferable with low moisture content. When the moisture content is high, the cloth 2, in the case of washing, weighs heavy to increase also an impact against a vehicle in addition to impeding rotation. In order to improve a washing effect and a flaw generation preventing effect, a wrinkle is formed in the cloth 2. Consequently, a base part 20 of the cloth 2 is squeezed and fixed to the cylindrical shaft 1 by a fixing plate 3. A plurality of notches 22 are formed in a side of the base part 20 of the cloth 2, to fix this squeezed part 23 by the fixing plate 3. Many slits 25 are formed in a side of a point end part 21 of the cloth 2, further to soften a touch.
