Rotation axes 61 and 63 of a rotating body 60 are rotatably pivoted in pivoting holes 45 and 101 provided on a base 30 and a retaining member 100. A slider 85 is provided on one of surfaces of the rotating body 60. A torsion coil spring 90 is provided on the other surface of the rotating body 60. One of extractions 93 is locked with locking parts 37a and 41a of the base 30 when the rotating body 60 is rotated with respect to the base 30 or the like, and the other extraction 93 is brought into contact with a contact 73 of the rotating body 60 and moved together with the movement of the contact 73, thereby causing elastic force for automatically restoring the rotating body 60 to its original position. The extraction 93 protruding radially outward from an outer periphery of the torsion coil spring 90 is coated with a rubber-like elastic member 95 applied. Grease 170 for applying viscous resistance to the rotation of the rotating body 60 is applied to between the rotation axis 63 of the rotating body 60 and the pivoting hole 101.
