This rotary solenoid type actuator is equipped with a housing 1 forming a fluid passage 2 therein fluid is flowing and providing a valve seat surface 1c on the passage wall 1a of the passage 2; and a valve shaft 9 providing a valve seal surface 17 rotatably supported on a housing 1 by controlling electrification to the coil 28 of a rotary solenoid 25 and also sliding the valve seat surface 1c by the rotation of the valve seal surface 17. The valve seal surface 17 of a valve shaft 9 is formed of an uneven surface having an uneven cross section in an axial direction, and the surface roughness in the axial directional cross section of the valve seal surface 17 is set within a range of 5-30 μmRZ in a mean roughness of 10 points.
