To provide a rotor blade apparatus with a good efficiency that can significantly enhance the self-starting capability and the number of revolutions to be attained by converting a retrograde region to a prograde region of a rotor blade to promote the revolutions of the rotor blade.
The rotor blade apparatus includes a rotating rotor 3 having a rotatable rotating blade 6a receiving a fluid 2 around a substantially perpendicular blade rotating shaft 5, and a straightening vane 10 provided at an upstream side of the retrograde region 4 of the rotating blade 6a so that the rotating blade 6a produces a Karman vortex 2a in the retrograde region 4 that retrogrades with respect to an orientation of the fluid 2, wherein the straightening vane 10 and the blade rotating axis 5 of the rotating rotor 3 are arranged such that a rotating trajectory 62 of the rotating blade 6a moves along the retrograde portion 2b with respect to the orientation of the fluid 2 of the Karman vortex 2a produced by the straightening vane 10.
