This route bus operation management system is configured to reduce the intersection stop frequency of a route bus which tries to depart from or pass through a bus stop after stopping toward the intersection by limiting departure or passage permission at the bus stop to a time range when a bus is able to pass with a green light and non-stop, that is, a departure or a passage permission time range according to the normal traveling to the intersection of the route bus, and to, when a residual time until the departure of the route bus which has stopped at the bus stop is a fixed time or more, increase the effectiveness of idling stop by operating restricted idling stop, and to achieve the reduction in fuel consumption and exhaust gas quantity and the stabilization of the traveling of a general vehicle including the route bus at the intersection.
