This route generating device comprises a map information storage section 233 for storing map information scored on a region on the map, a map information preparing section 25 for scoring the map information based on the event occurrence positional information and the event contents in event occurrence, a communication section 22 for receiving data input of a departure point and a destination, and a route generating section 26 for selecting the route that is disposed within a predetermined distance in terms of the distance between the departure point and the destination and has the highest score from the departure point to the destination.
