To provide a routing control method and system capable of switching to another route via a non-IP network, for an IP network to which a mobile IP technology is applied.

A mobile router transmits a registration request including a mobile network address appended with a network identifier of a non-IP network to a gateway through the non-IP network. The gateway associates the network identifier with the mobile network address included in the registration request, and registers them. Then, the gateway appends an IP header, in which a sender address is a care-of address of the gateway, to the registration request including the mobile network address, and transmits IP packets of the registration request to a home agent. The home agent associates the home network address with the care-of address of the gateway, and registers them, according to the registration request.
