Since the scotch block device 7 can be secured on top of the guide wheel 5b from the side walls 3 and 4 and the loading space 5d, the burden for workers can be reduced compare with that in the case where the scotch block device 7 is secured in the space between a travel wheel 5a and a travel road face 2a. Since the scotch block device 7 can be secured at a position which can be seen by the workers, maintenance and inspection can be done safely.
