A rotation inhibit mechanism 4C for permitting a rotor 3C to revolve round a rotating part 50 of a driving shaft 5 is constructed so that the rotor 3C and a housing 2C are connected by a crank-like connecting shaft 41, and a revolving part 412C of the connecting shaft 41C is rotatably held on the rotor 3C, and the amount of eccentricity of the revolving part 412C is set equal to the amount of eccentricity of the revolving part 51C of the driving shaft 5, whereby the rotating part 411C of the connecting shaft 41C is rotated in synchronization with the rotary movement of the driving shaft 5 and the revolving movement of the rotor 3C, and the rotation is detected by a rotation sensor 8 provided on the shaft end of the rotating part 411C side of the connecting shaft 41C not to exert influence of heat transfer from the driving shaft on the rotation sensor 8.
