To enable capacity of a secondary battery to be appropriately recovered.SOLUTION: A secondary battery management device 300 comprises: a power reception determination unit 302 which has power converter 208, 214 charging a secondary battery 230 by power received by a power reception unit 202, and which has a capacity recovery processing unit 316 performing capacity recovery processing on the secondary battery 230, and which determines whether power reception in the power reception unit 202 has been started with respect to a mobile object 200 moving by power received by the power reception unit 202 or power discharged by the secondary battery 230; and a capacity recovery possibility determination unit 310 which causes the capacity recovery processing unit 316 to perform the capacity recovery processing on the condition that the power reception in the power receiving unit 202 is started.SELECTED DRAWING: Figure 3
