A server includes: a location information derivation unit which acquires, from a terminal, information correlating a latitude/longitude calculated from signals received from a group of GPS satellites by the terminal with clock time of reception at the terminal and acceleration/geomagnetism/clock time information correlating acceleration and geomagnetism measured by the terminal with clock time of measurement to derive a moving path of the terminal; and a radio communication quality degradation information derivation unit which acquires, from the terminal, information correlating field intensity and interference level of a radio wave measured by the terminal with clock time of measurement and correlates the information with the moving path with respect to clock time to derive information of identifying a spot, and the like, where radio communication quality has degraded. The location information derivation unit temporally integrates the acceleration included in the acceleration/geomagnetism/clock time information starting at the latitude/longitude calculated from the positioning by the GPS and along a direction of movement indicated by the acceleration/geomagnetism/clock time information to derive the moving path.
