A host computer 1 is connected through a communication network 2 with a card processor 3a, card processor 3b, port terminal 4a, and port terminal 4b. The card processors 3a and 3b read the individual data of a user from a use application filled out by the user, and output the data through a communication network 2 to a host computer 1. An IC card has the storage area of the individual data and the storage area of use language. Port terminal 4a and 4b decide language to be used for the display of the explanation of an operation based on the data of the use language. An infrared sensor 12a provided on the front face of the port terminal 4a senses that the user approaches the terminal 4a for the rental or return of a shared vehicle, and outputs a sensing signal to a CPU 15a.
