An IC card manages the use situation of the shared vehicle of a user in a host computer 1, and this IC card is also used as a key for operating the shared vehicle. This IC card has the storage area of individual data and the storage area of use language. Port terminals 4a and 4b operate the rental and return of a shared vehicle using the IC card. The port terminal 4a and 4b decide language to be used for the display of the explanation of an operation based on the use language data. When the data of the use language are not stored in the storage area, the port materials 4a and 4b allow the user to select the use language, and writes the data of the selected use language in the storage area.
