Abstract:

PROBLEM TO BE SOLVED: To improve compressibility by dividing a signal component into plural 1st band units as the units of encoding and plural 2nd band units for setting the initial value of quantization accuracy, and setting the initial value of quantization accuracy.
SOLUTION: A component unit is set while having band width narrower than an encoding unit reflected with the distribution of the signal component in the encoding unit when compressibility gets extremely high and the number of usable bits is reduced. An index La1 for setting the initial value of quantization accuracy is found by a normalization coefficient for approximating the maximum value of absolute value of a spectrum signal component having the component unit as a unit. By setting the initial value of quantization accuracy for the encoding unit based on the average value La1, of the normalization coefficient calculated for each component unit, compressibility can be efficiently improved.
