The skin care preparation for external use and the cosmetic comprise Tofieldia japonica belonging to the genus Tofieldia of the family Liliaceae and/or a solvent extract thereof. The moisturizer comprises Tofieldia japonica and/or a solvent extract thereof as an effective ingredient. There are also provided the skin care preparation for external use and the cosmetic comprising the moisturizer.
