PURPOSE: To obtain the subject tobacco inhalable without ignition and having selectable taste, intensity and flavor by holding a crushed and formed tobacco leaf in a cylinder and providing a filter having desired permeability and flavor to the cylinder according to need.

CONSTITUTION: Cylinders 11, 12 dividable into an inhalation part 1a and an air-introducing side 1b are made of e.g. a hard synthetic resin. A cylindrical formed material 2 having air-permeability is produced by bonding powder of tobacco leaf with a resin binder and is attached to the inner side of the fitting and connecting part of the cylinders. Separately, a filter 3 having desired air- permeability by selecting the density or impregnated with a flavor such as menthol is attached to the inhalation part 1a of the cylinders to obtain the objective tobacco.
