The locking member (50) includes at least a plate like base (52), and an elastic piece (54) erected on the base (52) and formed with an engagement means (54a) on its surface. A through hole (22lh) continuous with a hollow part (12) of an annular electromagnetic coil case (10) is formed on a bottom face (22l) of an outer box (22), a locking member holding part (24) is arranged for fitting the plate like base (52), and a positioning engagement means (32a) for engagement with the engagement means (54a) formed on the surface of the elastic piece (54) is formed on a surface of a valve housing (32).
