This speed control device is provided with an organism information acquiring means 2 having an input means 4 inputting organism information on the driver, a noise removing means 5 removing a noise component from the inputted organism information, and an amplifying means 6 amplifying the organism information from which the noise component is removed; and with a speed control means 3 having a calculating means 7 calculating a physiological state from the organism information acquired by the organism information acquiring means 2, a storing means 8 storing the the calculated physiological state, a physiological state determining means 9 determining whether or not the stored physiological state is a normal physiological state, a speed detecting means 11 detecting the speed of the vehicle 20, and a speed control determining means 10 controlling the speed of the vehicle 20 based on the determination result by the physiological state determining means 9 and the speed detected by the speed detecting means 11.
