The first winding device 30 and the second winding device 40 include first bobbin holder shafts 31, 41 on which bobbins 31B, 41B are mounted for thread guard, and second bobbin holder shafts 32, 42 on which bobbins 32B, 42B are mounted for thread switching from the bobbins 31B, 41B of the first bobbin holder shafts 31, 41, respectively. The first winding device has a thread guard rotating speed L during the thread guard of the first bobbin holder shaft 31 on the bobbin 31B and a production rotating speed H after completing the thread guard on the bobbin 31B. The second winding device 40 has a production rotating speed H during the thread guard of first bobbin holder shaft 41 on the bobbin.
