To provide a startability forecasting device capable of accurately forecasting whether an on-vehicle battery can start a starter of an engine or not.
This startability forecasting device is provided with a calculation means 15 calculating voltage current characteristic formula of the on-vehicle battery 1 based in measured voltage value and current value, a storage means 13 storing voltage current characteristics of an engine start device 10, and a forecasting means 14 forecasting whether the engine can be started or not based on the voltage current characteristic formula of the on-vehicle battery and the voltage current characteristics of the start device 10. The device is provided with a means 15 determining whether the on-vehicle battery 1 is being charged or not, a discharge means 4 making the on-vehicle battery 1 perform pulse discharge when the judging means 15 determines that the battery in not being charged, and a load 5 for making the on-vehicle battery 1 perform pulse discharge, and voltage value and current value of the on-vehicle battery 1 is measured while the discharge means 4 is making the on-vehicle battery 1 perform pulse discharge.
