A normal close relay contact point X1b is simultaneously opened to disconnect the current-carrying of a load circuit 4 and a heater circuit is not energized. A voltage detection circuit interposed with a voltmeter with a contact point is connected in parallel and a contact point of the voltmeter with a contact point may be interposed instead of a starter contact point 18 of the heater circuit 5. A timer circuit interposed with a timer is connected to the compressor driving circuit 3 in parallel and a timer contact point of the timer may be interposed instead of the starter contact point 18 of the heater circuit 5.
