A through hole 14 allowing a liquid cleaning agent 8 to flow out is provided at the bottom of a storing body 3 storing a liquid sterilizing agent 8, a felt layer 15 provided at the lower surface of the storing body 3 is fixed by a screw 16 through the hole 14, a spring 21 is provided to energize the felt layer 15 in the direction of separating from the storing body 3, and the sterilizing agent 8 is disabled from passing through the hole 14 by a tapered screw head 17 of the screw 16. In this arrangement, when the storing body 3 is pivoted to place the felt layer 15 on the toilet seat 2, the felt layer 15 is pressed to the storing body 3 side, so that the sterilizing agent 8 from the hole 14 sterilizes a toilet seat surface 13 through the felt layer 15, and when the storing body 3 is separated from the toilet seat 2, the sterilizing agent 8 can be held in the storing body 3.
