To provide a new method for accurately determining whether a moving body continues being in a stop state.
A stop continuation determination device intermittently measures a position of a moving body on the basis of GPS satellite signals, sets a stop state start zone (first stop determination area) on the basis of a measurement position of the moving body upon starting determination of stop continuation, and updates and sets a time-period zone (second stop determination area) by performing progressive average processing (statistical processing) on results of past position measurement, then, determines whether the moving body continues being in a stop state on the basis of whether a new measured position of the moving body is included in any of the set stop determination areas.
