To provide a method for uniformly applying a small amt. of resin powder on the surface of a sponge puff for cosmetics without degrading the working environment.

A water dispersion 1 of the resin powder prepd. by dispersing the resin powder, such as ultra-high-mol.wt. polyolefin resin powder, into a soln. prepd. by adding a small amt. of a surfactant, such as lauryl alcohol EOA sulfate, to water or the soln. prepd. by adding a silicone treating agent, such as silicone emulsion for fiber treatment, further to this soln. and thoroughly stirring the soln. is applied on a sponge base material 2, such as silicone modified EPDM sponge sheet, by spreading the dispersion over the entire surface of the base material. The base material is heated to the extent that the shape of the resin powder is not completely deformed to fuse the resin powder to the sponge base material. The surfactant remaining on the surface of the sponge base material is then washed and removed by the water and, if necessary, the base material is heated in an oven, by which the resin powder is surely heated and fused onto the sponge base material.
