To provide a device for packet transfer conducting reception control while reducing the kinds of markings into one and being capable of conducting forcible disconnection without measuring a rate of a no-mark traffic and a transfer rate from an inlet-side packet transfer device to an outlet-side packet transfer device.

In a boundary packet transfer device, a token bucket processor 41 computes a token by multiplying a time difference between the time of arrival of the received packet and the time of arrival of the preceding packet by a specified token supplementary rate, and supplements the computed token to a token bucket. A marking carrying-out part 42 conducts no marking to the packet when the residual token quantity in the token bucket equals the size of the token bucket, and conducts marking to the packet when the residual token quantity is smaller than the size of the token bucket.
