PURPOSE: To obtain a system stabilizer with high reliability and performance by increasing an output limiting value of the system stabilizer when a big power fluctuation occurs.
CONSTITUTION: A system stabilizer outputs an output signal of a compensation arithmetic means 1 inputting a stabilization signal (a) via an output limiting means 11. On the other hand, quantities of state such as effective power of synchronous machine and terminal voltage are detected by a quantity of state detection means 4 and a varying portion of the detected quantity of state is detected by a varying portion detection means 5. When the varying portion (e) of the quantity of state exceeds the range at a predetermined level, a limiting value changing signal (d) is outputted from a deciding means 12 and an output limiting value of the output limiting means 11 increases. If a varying portion is within the range at the predetermined level, the output limiting value returns to an original one.
