To provide a system in which a videophone call can be made with a mobile videophone by utilizing a camera or a display device installed on the street for the mobile telephone that is conventionally incapable of utilizing services in the videophone.
In the videophone call with the mobile videophone, a media converter in a service center sorts data to send moving image data to a public communication terminal on the street and to send audio data to a mobile telephone that does not include a moving image photographing and reproducing function. A call agent in the service center issues an ID in response to a request from the mobile telephone that does not include the moving image photographing and reproducing function under a voice call. The ID is received in the service center via a detector such as a sensor installed on the street, and video telephone services are performed by using the public communication terminal on the street around the detector.
