A short cylindrical body 3 is provided with an outer pipe fixing part 4 fixed to an outer pipe, and a circumferential frictional-contact arcuate piece 5. The base end portion 6 of the frictional-contact arcuate piece 5 is provided consecutively from the outer pipe fixing part 4. The end portion 7 of the frictional-contact arcuate piece 5 is configured to swing in the internal diameter direction. The thickness dimension T of the frictional-contact arcuate piece 5 is set gradually enlarging from the base end portion toward the end portion 7. The short cylindrical body 3 includes a rotating cap member 9 for operation rotatably and externally fitted thereto. The rotating cap member 9 includes an axial pushing projection part 12 capable of pushing the frictional-contact arcuate piece 5 from the side of the outer circumferential face 11, on an inner circumferential face 10.
