To prevent damage on hair of a subject even when temperature control for each hair treatment comes in failure by an abnormality of a non-contact thermometer to measure hair temperature of the subject for temperature control and power is continuously supplied to a heater to bring abnormally high temperature.

In this hair treatment promoter, a heater 73 to irradiate infrared rays is mounted on a reflection board 72 which is rotated by a motor 3 so as to irradiate infrared rays to the head of a subject along the top side, the rear side, and both sides. When a prescribed temperature of hair of a subject is not detected by the non-contact thermometer within a prescribed time, power is intermittently supplied to the heater 73 or cut off.
