This device for thermally decomposing plastic materials comprises a thermally decomposing vessel 4 for heating and decomposing waste plastic materials 17 containing a chlorine content, a condenser 8 for cooling the thermally-decomposed material of the plastic materials in the heating and decomposing vessel 4 for recovering a light quality oil 9 or the like and a connecting piping 18 for connecting the condenser 8 with the thermally decomposing vessel 4. A filled layer 7 filled with iron oxide or iron hydroxide for making a contact with the thermally-decomposed plastic materials in a gas phase, is installed in the thermally decomposing vessel 4 or in the middle of the connecting piping 18.
